Phase 1 grace period

HMRC have indicated a 12-month soft-landing for MTD for ITSA Phase 1 filers (mandated April 2026). Points still accrue, but in practice penalty enforcement has been deferred for first-year mistakes where the taxpayer is making a genuine effort. Treat the threshold above as the hard line, not the practical one. But don't bank on grace continuing past April 2027.

How points expire

After hitting the threshold, the slate clears once you submit 4 consecutive on-time quarterly returns AND all returns from the last 24 months are filed. Below threshold, individual points expire 24 months after they were issued.

Points-based late submission regime applies to VAT returns from January 2023 and ITSA from April 2026.
